The placement of children aged 12 and under in residential care in Ireland

This report concerns the findings of a national inspection of the placement of children aged 12 years and under in statutory and non-statutory residential care. The inspection was carried out by the Social Services Inspectorate (SSI)1 between October 2006 and January 2007 against criteria 5.1 – 5.172 of the standard on care planning in the National Standards for Children's Residential Centres 2001.
The report presents data gathered during the inspection, examines the reasons for the initial and continued placement of these children in residential centres, and makes recommendations to those responsible for the policy and provision of placements for children in care.

Services for children are inspected to independently check and verify that the care provided to children in care is safe, meets the needs of children and complies with legislation, regulations and nationally agreed standards. Inspections also provide a public account of the service provided to children by or on behalf of the state.
Children and Young People's Experiences of Health Information and Quality Authority Inspections

The Irish Association of Young People in Care (IAYPIC) carried out 10 consultation focus group events as requested by the Health Information and Quality Authority. The consultation process was facilitated by the Aftercare Support Network Coordinator and a Children's Rights and Participation Officer in IAYPIC, and took place throughout December 2009.

A guide to cyberbullying (pdf) has been produced as a joint initiative between the Office for Internet Safety, the National Centre for Technology in Education and Barnardos. The booklet is intended to increase awareness of all aspects of cyberbullying including how to identify it and how to prevent it.

In June 2006, the Government appointed Professor Finbarr McAuley and Mr Geoffrey Shannon as Special Rapporteurs on Child Protection. The Rapporteurs are independent legal experts whose functions are to keep under review and to audit legal developments for the protection of children; assess what impact, if any, litigation in national and international courts will have on child protection and to prepare, annually, a report to be submitted to the Oireachtas, setting out the results of the previous year's work. This is the first of report of Mr Geoffrey Shannon and was submitted to the Oireachtas for consideration in December 2007. The views expressed in the report are those of the author.
